What is a Parking Charge Notice (PCN)?
A Parking Charge Notice (PCN) is issued when a vehicle is parked in breach of the clearly displayed terms and conditions of a privately managed car park.
These terms are shown on signs throughout the site and form a contract between the driver and the landowner when the vehicle enters and parks.
A PCN is not a criminal fine — it’s a civil matter under contract law.
It represents a charge for breaching the parking conditions displayed on private land.

Why You May Have Received A PCN
A PCN is issued to help maintain fair access for all users of a private car park.
Common reasons include (but not limited to):
Parking without a valid permit, pay-and-display ticket, or electronic parking session
Staying longer than the permitted time limit
Parking in a restricted or reserved space (for example a disabled parking space without a valid badge or a vehicle parked in an electric vehicle charging bay that is not charging/eligible)
Failing to pay the required parking fee
Parking out of a bay
Blocking access routes, loading bays, or emergency areas
What to Do Next
Pay Your PCN
You can make a payment online or over the phone. You’ll need your PCN reference number (shown on the notice) and your vehicle registration. Visit How to Pay or Appeal a PCN to learn how to pay over the phone
Prompt payment within the discount period (usually 14 days) means you may be eligible for a reduced charge.
Appeal Your PCN
If you believe the PCN was issued incorrectly, you have the right to appeal.
Appeals can be submitted online through our secure system.
When appealing, please include any evidence that supports your case — for example:
A valid parking permit or pay-and-display ticket
Blue Badge details
Receipts or proof of payment
Photographs of unclear signage or mitigating circumstances
What Happens if You Don't Pay or Appeal?
If no payment or appeal is received within the time stated on the notice:
The discounted rate will expire, and the full PCN charge will become payable.
If the charge remains unpaid, the case may be passed to a debt recovery agency acting on behalf of ANPRODATA.
Continued non-payment may result in legal action to recover the outstanding balance.
To avoid additional costs or further action, please ensure you pay or appeal within the specified timeframe.
